Canada Ends Policy Allowing Visitor Visa Holders to Apply for Work Permits

The Immigration, Refugees, and Citizenship Canada (IRCC) has announced a significant change in its immigration policy, stating that visitor visa holders are no longer allowed to apply for work permits while in Canada. This directive takes effect immediately, reversing a temporary measure that was previously in place.

The policy, initially set to expire on February 28, 2025, is being terminated earlier than planned as part of IRCC’s strategy to better manage the number of temporary residents in Canada and preserve the integrity of the country’s immigration system. The IRCC expressed concern that the policy was being exploited by certain individuals who misled foreign nationals into working in Canada without proper authorization. According to the IRCC, this decision is necessary to ensure that immigration policies are applied fairly and to prevent potential misuse of the system. Despite the abrupt change, the IRCC has clarified that applications submitted under the temporary policy before August 28, 2024, will still be processed according to the previous rules.

Introduced in August 2020, the policy was originally designed to support visitors who were unable to leave Canada due to the COVID-19 pandemic and related border closures. Under the policy, visitors could apply for work permits without having to leave the country, providing them with a means to support themselves while awaiting a decision on their status. Furthermore, it allowed individuals who had held a work permit within the last 12 months, but had since changed their status to “visitor,” to work legally while their new work permit application was being processed.

While this policy provided flexibility during the pandemic, its termination reflects Canada’s broader shift back to pre-pandemic immigration rules. Moving forward, those who wish to work in Canada must secure the appropriate authorization before arriving or explore alternative immigration pathways that align with their intentions.
